Widespread sentiment within the large German-American populations of New York and New Jersey fostered the belief that America was aiding Germany's enemies and should be punished for her illegal activity. An underground ring of German-American saboteurs working as dockworkers, directed by German agents, carried out numerous sabotage operations against ships destined for Europe.

No one could imagine that there might be a lone German-Canadian citizen carrying out similar attacks in the port of Halifax, secretly supported by German agents in New York.
